Attitude refers to feelings and beliefs that reflect the behaviour of an individual/group towards an object/phenomenon.
1. Bureaucratic attitude entails strict adherence to laws, rules and codes of conduct in the performance of duty. Democratic attitude means to uphold the ideals of justice, liberty, equality and fraternity.
The difference between the two can be expressed in their following characteristics: –
Obedience to command
Top- down instructions
Rule bound approach
Bottom- up approach
Flexible in approach
The merits and demerits can be expressed as follows
Continuity of administration
Compliance to rules prohibits innovation
Apathy to common people’s needs due to primacy to procedures
Deliberated decisions ensure quality in decision making
Delayed decisions due to consultations
Consensus difficult to achieve
No uniformity due to flexible approach
2. A public servant motivated by bureaucratic attitude may simply as a person to follow the rules. E.g., if a woman turns out complaining torture by her husband, the bureaucrat would ask if she had filed an FIR for the purpose or not.Driven by democratic attitude of service a bureaucrat might make an effort to facilitate the access to justice for her
In a democratic society as India, both the attitudes do need to be balanced. The values of integrity, objectivity and compassion for weaker sections if adhered to purely, can create a balance between the two. Afterall, the ultimate goal to be achieved via both the attitudes is nothing but public interest for the largest population.
To conclude, adhering to the call of duty both the attitudes need to be utilised depending on the circumstance at hand.
