African swine fever

Nagaland has not reported fresh cases of African Swine Flu in the last two weeks even though the neighbouring state Arunachal Pradesh reported it.

About African Swine Fever (ASF):

  • It is a highly contagious and mostly fatal animal disease.
  • It infects domestic and wild pigs, resulting in an acute form of hemorrhagic fever.
    • Hemorrhagic fevers refers to illness caused by four families of viruses- Ebola and Marburg, Lassa fever, and yellow fever viruses.
  • ASF’s first case was detected in Africa in the 1920s.
  • The mortality is almost 100 per cent.
  • Since there is no treatment known, the only way to stop it spreading is by culling the animals.
  • ASF is not a threat to human beings. It is known to spread only from animals to other animals.
  • According to the FAO, ASF has high potential for transboundary spread. It is a disease of growing strategic importance in context ofglobal food security and household income.


Insolvency and Bankruptcy Code, 2016

Why in News?

The GoI may review the legal provisionswhich allows for the withdrawal of insolvency cases.

About IBC:

  • The IBC,2016 aims to streamline and speed up the resolution process of failed businesses.
  • The code forms a common forum for debtors and creditors of all classes to resolve the insolvency.
  • The code mandates that the resolution process of a stressed company will have to be completed in a maximum of 270 days (180+90).

Various institutions created by IBC:

  • Insolvency Professionals: A specialised cadre of licensed professionals to administer the resolution process, manage assets of the debtor, and provide information to creditors assisting them in decision making.
  • Insolvency Professional Agencies: The insolvency professionals are registered with insolvency professional agencies.
  • Information Utilities: Creditors will report financial information of all the debt owed to them by the specified debtor.
  • Adjudicating authorities: The proceedings of the resolution process is adjudicated by
    • National Companies Law Tribunal (NCLT), for companies; and the
    • Debt Recovery Tribunal (DRT), for individuals.
  • Insolvency and Bankruptcy Board: It will regulate insolvency professionals, insolvency professional agencies and information utilities set up under the Code.

    • The Board consists of representatives of RBI, and the Ministries of Finance, Corporate Affairs and Law.

Why in News?

PMAY -G was in news recently.

About PMAY-G:

  • Launched in 2016.
  • Objective: “Housing for All” by 2022
  • Under Ministry of Rural development.
  • Aim:
    • Provide a pucca house equipped with basic amenities to all rural families, who are homeless or living in kutcha houses.
    • To help rural BPL people in construction of dwelling units and upgradation of existing unserviceable kutcha houses by aiding in the form of a full grant.
  • Beneficiaries: SCs/STs, freed bonded labourers, widows or next-of-kin of defence personnel killed in action, ex-servicemen and retired members of the paramilitary forces, disabled persons and minorities.
  • Selection of Beneficiaries is donethrough a three process:
    • Socio Economic Caste Census 2011,
    • Gram Sabha, and
    • Geo-tagging.

International Atomic Energy Agency (IAEA)

Why in News?

Iran’s Speaker of Parliament has stated that Iran will not share images of its nuclear facility to IAEA.

About IAEA:

  • The IAEA is a UN agency working as the international centre for cooperation in the nuclear/atomic field.
  • It works with its member countries and many other partners to promote peaceful uses of nuclear technologies.
  • In 1957, it was set up as the world’s “Atoms for Peace” organization within the United Nations.
  • It reports to both the UN General Assembly and Security Council.
  • It has headquarters in Vienna, Austria.

Key functions:

  • Promote the safe, secure and peaceful use of nuclear technologies in the globe.
  • Promote the peaceful use of nuclear energy,
  • Inhibit nuclear energy’s use for any military purpose, also including nuclear weapons.

The IAEA has three chief areas of work:

  • Safety and security
  • Science and technology
  • Safeguards and verification

Other important aspects of IAEA:

  • India is a founding member of the IAEA, i.e., joined it in 1957.
  • Presently, IAEA functions as an autonomous organisation within the United Nations system.
  • Funding of IAEA:Contributions and donations from non-members.

Note: IAEA is not specialised agency of UN.

Quadrilateral Dialogue (QUAD)

Why in News?

Various foreign media outlet have stated India has the weakest link in Quad.

About Quad:

  • The QUAD Group is an informal strategic dialogue mechanism with four members:
    • India,
    • Japan,
    • Australia,
  • The shared objective is to ensure and sustain a free, open and prosperous Indo-Pacific region.
  • The idea for the QUAD Group is attributed to former Japanese PM Shinzo Abe who, formally, mooted it in 2007.

  • However, it was in 2017, that the first official talks under the QUAD took place, in Manila, the Philippines.
