Floriculture Mission

Why in News

Recently, CSIR has approved for implementation of Floriculture Mission in 21 States and UTs of India.

About Floriculture Mission:

  • Floriculture is a branch of horticulture which deals with cultivation, processing, and marketing of ornamental plants.
  • It also aims landscaping of small or large areas, along with maintenance of gardens to make the surroundings aesthetically pleasant.
  • It also focusses on flower crops for honey bee rearing.
  • Other implementing agencies involved are include ICAR, KVIC, TRIFED etc.

About CSIR (Council of Scientific & Industrial Research):

  • It operates as an autonomous body through the Societies Registration Act,
  • It comes under the Ministry of Science & Technology.
  • It is known for its cutting-edge research and development in diverse science and technology areas.
  • Organisation Structure
    • President: Prime Minister of India (Ex-officio)
    • Vice President: Union Minister of Science and Technology (Ex-officio)
    • Governing Body: The Director-General is the head of the governing body.

Hubble Space Telescope

Why in News?

NASA has recently shared a stunning image of galaxy located 100 million light-years away from us.

About Hubble Telescope:

  • It is a space-based telescope launched and serviced by NASA.
  • It was launched in 1990.
  • It is the only telescope designed to be serviced in space by astronauts there itself.
  • It has also given the evidence to infer expansion of universe.
  • It can see across the entire optical spectrum from infrared to ultraviolet with this telescope.

Central Bureau of Investigation (CBI)

Why in News?

A writ petition has been filed seeking the appointment of a regular CBI Director.

About CBI:

  • Central Bureau of Investigation (CBI) is the premier investigating police agency in India and functions under the administrative superintendence of the of Personnel, Ministry of Personnel, Pension & Public Grievances.
  • This ministry is directly under PMO.
  • For investigations of offences under the Prevention of Corruption Act, its superintendence vests with the Central Vigilance Commission.
  • It is the nodal police agency in India to coordinate the investigation on behalf of Interpol Member countries.
  • It is a non-statutory body deriving its power from Delhi Special Police Establishment (DSPE) Act, 1946.
  • Types of Cases Handled by the CBI:
    • Anti-Corruption Crimes – Under the Prevention of Corruption Act (PCA)
    • Economic Crimes – for investigation of major financial scams and serious economic frauds.
    • Special Crimes – for investigation of serious and organized crime under the Indian Penal Code and other laws on the requests of State Governments or on the orders of the Supreme Court and High Courts.
    • Suo Moto Casesonly in the Union Territories.

Other Takeaways:

  • The GoI can authorize CBI to investigate a crime in any state only with the consent of the concerned State Government.
  • The Supreme Court and High Courts can order CBI investigation in a crime anywhere in the country even without the consent of the State.
  • The establishment of the CBI was recommended by the Santhanam Committee on Prevention of Corruption (1962–1964).

Director of CBI:

  • Till 2014, the Director of CBI was appointed on the basis of the DSPE Act, 1946.
  • The Lokpal Act, 2014 provided a committee for appointment of CBI Director:
    • Headed by Prime Minister
    • Leader of Opposition/ Leader of the single largest opposition party,
    • Chief Justice of India/ a Supreme Court Judge.
  • Director of CBI is provided security of two-year tenure, under the CVC Act, 2003.

Why in News?

The report was recently released by the United Nations Conference on Trade and Development (UNCTAD).

About TIR, 2021:

  • The report examines the possibility of frontier technologies widening existing inequalities and creating new ones.
  • Frontier technologies are potentially disruptive technologies that can address large-scale challenges or present such opportunities.
  • They include AI, internet of things (IoT), big data, blockchain, 5G, 3D printing, robotics, drones, gene editing, nanotechnology, etc.

About UNCTAD:

  • UNCTAD (United Nations Conference on Trade and Development)was established to promote development-friendly integration of developing countries into the larger world economy.
  • It was established by the UN General Assembly in 1964.
  • It is a part of the UN Secretariat.
  • It reports to the UN General Assembly and the UN Economic and Social Council (UNECOSOC).
  • However, it has its own membership, and budget.
  • It is a permanent intergovernmental body.
  • Headquarter: Geneva, Switzerland.
