Explanation (c) The State Sports and Youth Welfare Department was constituted on October 1, 1975 with the objective of developing sports programs in Madhya Pradesh and providing adequate opportunities for sportspersons to hone their talents, which was changed to Sports and Youth on June 30, 1981 Welfare Department.

Note: The current director of sports and youth welfare, Madhya Pradesh is Dr. S.L. Thaosen (IPS).

Explanation (d) The Lakshmibai National University of Physical Education began its life in 1957, in the form of Lakshmibai College of Physical Education (LCPE), in memory of Rani Lakshmibai of Jhansi, as a college of physical education, affiliated to Vikram University, Ujjain. In 1964, the college was shifted to Jiwaji University. In 1973, the college was renamed to Lakshmibai National College of Physical Education (LNCPE) and nine years later, in 1982, was upgraded as an autonomous college. A further name change occurred in 1995, to Lakshmibai National Institute of Physical Education. In 2000, the pres ent name of Lakshmibai National University of Physical Education was accepted when it was declared, by the Government of India as a deemed university, handing over the affairs to the Ministry of Youth Affairs and Sports, which is funding all its activities. In 2017, it was re named as Lakshmibai National Institute of Physical Education after a UGC’s order to not use “University” word in deemed university’s name.

COMMENT -When independent India celebrated the centenary Year of the first freedom struggle of 1857, it was decided that a physical education college would be established in Gwalior in the memory of Rani Lakshmibai of Jhansi.

• Raja Pancham Singh of Pahargarh, the first Mayor of Gwalior, played a very important role in the establishment of this institution. He was a good shooter himself. In the era of princely states, where there was a field of horse racing and polo, this institution started. India’s best physical educationist Prof. P M Joseph was appointed the first principal of this institution. In the field of physical education, P M Joseph, is the only who was awarded the Padma Shri Award.

Special: There are currently seven departments in Lakshmibai National Physical Education University. The Teacher Education Department has a four-Year Bachelor of Physical Education (B.P.ed.) and a two-Year Master of Physical Education (M. P. Ed) course. In 1980, the then college reached yet another milestone and became the first institution in India to have offered one-Year pro gramme of Master of Philosophy (M.Phil.) in Physical Education. Ph.D. programme in Physical Education was started in 1998. Students are also admitted for various certificate/diploma/PG Diploma courses in different disci plines of Physical Education and Sports. The Department of Sports Management and Sports Journalism is a rela tively new department. Keeping in mind the expanding field of sports journalism in newspapers, radio, television and web mediums, a one-Year PG diploma course in sports journalism is being run here to prepare trained sports journalists and one such course also operates in the field of sports management.

Explanation (c) The Union Council of Ministers has approved the New Sports Policy, 2005 on June 30, 2005, for the purpose of all-round development of sports.

Salient features of the policy:

(1) The development of infrastructure.

(2) To identify young talents & their training.

(3) Co-ordination with Institutions. State level Associations &

(4) Promotion of identified disciplines.

(5) Co-ordination between Education & Sports.

(6) Motivation & prizes to players.

(7) Development & training to technical staff, umpires & coaches.

(8) Raising funds for sports.

(9) Development of adventure sports & water sports

Explanation (b) The first sports policy was prepared in the Year 1989 & its re-evaluation was done after five years and subsequently a new sports policy was introduced in 1994. In this policy though all round develop ment of sports were being included but the policy could not survive due to paucity of funds. It was therefore nec essary to bring a concrete sports policy so as to achieve the objectives, in which sports & physical education may be included along with the academic syllabus. It will help identify the hidden talents of rural & tribal areas.

Explanation (d) According to the Sports Policy of Madhya Pradesh, 2005 One play ground will be developed in each village of the panchayat in the next five years, wherein rural sports i.e. Volley ball, Kabaddi, Kho-Kho & Wrestling could be played.In the next 5 years, full sports complex will be constructed in such district headquarters which do not have a full sports complex.

• Development of play ground in a phased manner in the next five years in each village where the popula tion is 5000. Sports infrastructure will be developed with the development of at least 3 play fields in each district, wherein 30,000 grant will be provided for each ground. One in two sports instructor will be deputed & a honorarium of 600/- P.M. will be made available by the State Government. In all the 381 villages where the population is more then 5000, the school education department will ap point a PTI/Games teacher on adhoc basis. In those school where games Teacher/PTI not avail able, a PTI will be appointed on honorarium basis by guardian teacher association or through some other resources. The task will be achieved in co-ordination with Minister School Education Department.
