United Nations Environment Programme (UNEP)

Why in News?

In a recently released report by WWF and UNEP Conflict between humans and animals is cited as one of the main threats to the long-term survival of some of the world’s most iconic species like elephants, tigers, polar bears, etc.

About UNEP:

  • The UNEP is a global environmental authority established on 5th June 1972 after UN Conference on Human Environment.
  • Key Functions:
    • Sets the global environmental agenda,
    • promotes the sustainable development within the United Nations system,
    • serves as an advocate for global environment protection.
  • Key Reports published by UNEP:
    • Emission Gap Report,
    • Adaptation Gap Report,
    • Global Environment Outlook,
    • Invest in a Healthy Planet.
  • It is headquartered in Nairobi, Kenya.

    Conservation Efforts by India:

    • The GoI has identified snow leopard as a flagship species for the high altitude Himalayas.
    • India is party to the Global Snow Leopard and Ecosystem Protection (GSLEP) Programme since 2013.
    • Himal Sanrakshak launched in October 2020 is a community volunteer programme, to protect snow leopards.
    • SECURE Himalaya: A joint programme by
      • Global Environment Facility (GEF)
      • United Nations Development Programme (UNDP)

    for conservation of high-altitude biodiversity and reducing the dependency of local communities on the natural ecosystem.

    • Project Snow Leopard, launched in 2009 to conserve snow leopards and their habitat.
    • Snow Leopard is put on the list of 21 critically endangered species for the recovery programme of the Ministry of Environment Forest & Climate Change, GoI.

National Food Security Act (NFSA), 2013

Why in News?

CM of Rajasthan has sought an increase in the number of beneficiaries under the NFSAon the basis of present population of the state instead of the 2011 Census.

About NFSA:

  • It aims to provide food and nutritional security by ensuring access to adequate quantities of quality food at affordable prices to people.
  • Coverage:
    • 75% of the rural population
    • Upto 50% of the urban population
  • for receiving subsidized foodgrains under Targeted Public Distribution System (TPDS).
  • Overall, NFSA caters to 67% of the total population of India.
  • Eligibility:
  • Priority Households to be covered under TPDS, according to State government’s guidelines.
  • Households that are covered under existing Antyodaya Anna Yojana (AAY).
  • It includes provisions for
    • existing AAY households,
    • pregnant women and lactating mothers,children upto 14 years of age, etc

Garib Nawaz Employment Scheme

Why in News?

Recently, the Union Minister for Minority Affairs replied in the Parliament that a total of 371 training centers under Gharib Nawaz Employment Scheme were opened across the country.

About Gharib Nawaz Employment Scheme:

  • Launched by Ministry of Minority Affairs in 2017.
  • Implementing Agency: Maulana Azad Education Foundation, an autonomous body under Ministry of Minority Affairs.
  • The scheme aims to provide short term job-oriented skill development courses to youth of minority communities to enable them for skill-based employment.
  • It is implemented as per common norms of the Ministry of Skill Development through the empanelled Program Implementation Agencies (PIA).
  • The PIA is mandated to confirm placement of minimum 70% trainees out of total trained trainees.

About Minorities:

  • The term “Minority” is not defined explicitly in the Constitution of India. The Constitution mentions only religious and linguistic
  • Later GoI notified Six Minority Communities:
    • Jain, Parsi, Buddhist, Christian, Sikh and Muslim

Quadrilateral Dialogue (QUAD)

Why in News?

US Secretary of State recently arrived in New Delhi to lay the groundwork for the Quad leaders’ summit later in 2021.

About Quad:

  • The QUAD Group is an informal strategic dialogue mechanism with four members:
    • India,
    • Japan,
    • Australia,
  • The shared objective is to ensure and sustain a free, open and prosperous Indo-Pacific region.
  • The idea for the QUAD Group is attributed to former Japanese PM Shinzo Abe who, formally, mooted it in 2007.
  • However, it was in 2017, that the first official talks under the QUAD took place, in Manila, the Philippines.

News in Short

Kargil Vijay Diwas

  • Recently, on July 26, 22ndanniversary of Kargil Vijay Diwas was observed.
  • The day is dedicated to the martyred soldiers of the Kargil war of1999.
  • Kargil War, was fought between May-July, 1999 in the Kargil (presently a district in the UT of Ladakh) district along the Line of Control (LoC) in which India emerged victorious.

About Operation Vijay:

  • In 1999, India and Pakistan signed the Lahore Agreement agreeing mutual resolution of the Kashmir issue in a peaceful manner.
  • However, the Pakistani troops began infiltrating towards the Indian side of LoC, expecting to cut off Indian Troops in Siachen.
  • Indian Army responded back by launching Operation Vijay to throw back the intruders who had treacherously occupied Indian Territory.
